Durwood Zaelke

Director of the Secretariat
International Network for Environmental Compliance and Enforcement (INECE)

2003 - Co-Founder and Co-Director, Program on Governance for Sustainable Development, University of California, Santa Barbara, Bren School of Environmental Science & Management.

In 2002 Mr. Zaelke, Professor Oran Young, and Matthew Stilwell established the Program on Governance for Sustainable Development, which began operations at UCSB in January 2003. The Program focuses on designing and implementing governance systems for sustainable development through a systematic effort of scholarship, teaching, and practice designed to generate new intellectual and political capital. A short inaugural course on Governance for Sustainable Development was presented in April 2003, and the full course, which will be team taught by Stilwell, Young & Zaelke, is scheduled for Spring 2004. Zaelke & Stilwell will teach a course on International Environmental Law & Policy beginning in 2005.

The Program also provides a home for a collection of more specific projects, including: Institutional Dimensions of Global Environmental Change (IDGEC) Project (www.dartmouth.edu/~idgec), and the Global Carbon Project (www.globalcarbonproject.org), and also is linked with the International Network for Environmental Compliance & Enforcement (www.inece.org).

2003- Resident Managing Partner, Washington, D.C. office of Zelle, Hofmann, Voelbel, Mason & Gette LLP.

In 2003 Mr. Zaelke opened a DC office for Zelle Hofmann, an 80-lawyer firm specializing in the resolution of complex, high value disputes. The firm has a history of achieving significant results in the areas of antitrust, intellectual property, trade regulation, insurance, and catastrophe litigation. Mr. Zaelke focuses on the resolution of environmental disputes, as well as counseling clients on how best to manage future environmental risks, including risks associated with climate change. He also works with the environmental community to identify and prosecute environmental tort cases. In addition to Washington, DC, Zelle, Hofmann, also has offices in Minneapolis, Dallas. San Francisco, Boston, Los Angeles, Beijing, and Shanghai (in association with ZY & Partners). See www.zelle.com

2001- : Director of the Secretariat, International Network for Environmental Compliance and Enforcement (INECE).

In 2001 Mr. Zaelke was appointed as the founding Director of the five-person INECE Secretariat, where he also serves as a member of the Executive Planning Committee for this global network of 2,500 enforcement practitioners from 130 countries. Activities include a bi-annual conference, last held in Costa Rica 14-19 April 2002; newsletter; web site (www.INECE.org); substantive research efforts, including the development of indicators to measure environmental enforcement and compliance; and training and capacity building, including co-sponsorship with the United Nations Environment Programme of the Global Judicial Symposium for 100 supreme court justices from 80 countries at the World Summit for Sustainable Development, Johannesburg, South Africa, August 2002. Mr. Zaelke is currently leading efforts to develop regional and sub-regional enforcement networks in East Africa, Southern Africa, Central America, South America, and Asia.
